The State Council Security Office has issued an urgent notice, emphasizing the need to strictly curb the rising trend of construction-related accidents. In response to a series of recent incidents across the country, the office has called on all localities to reinforce their safety awareness, learn from past mistakes, and enhance the overall management of construction safety.
The notice highlights that several accidents have exposed serious issues such as inadequate safety measures, incomplete risk inspections, poor on-site control, weak enforcement against illegal construction activities, and insufficient industry supervision. These problems must be addressed urgently to prevent further tragedies.
All regions and relevant departments are now required to conduct thorough inspections of bridges and tunnels, focusing on five key areas of potential hazards. This includes verifying whether professional designs and construction plans are in place—especially for rural road and bridge projects—and ensuring materials meet code requirements, construction procedures are reasonable, and structural stability is reliable. For tunnels, special attention should be given to support parameters, slope conditions at entrances and exits, geological predictions, and monitoring measurements to ensure compliance with industry standards.
Additionally, the notice calls for strict action against four major types of illegal construction activities. These include unauthorized commencement of projects without proper approvals, unqualified contractors taking on work without licenses, unsafe working conditions involving unlicensed personnel, and deliberate interference with normal construction management. Any failure to comply with government safety directives or resistance to law enforcement will be met with firm consequences.
As the flood season approaches, the focus must also be on managing construction sites during extreme weather. Efforts should be made to identify risks like landslides, collapses, floods, and mudslides, while ensuring safe placement of camps, offices, and warehouses. Construction companies must closely monitor weather forecasts and promptly halt high-risk operations such as deep excavation, lifting, and high-altitude work when necessary.
In Baoyun District’s Zhuxianzhuang Mine in Anhui Province, workers recently replaced the main shaft connection device. The mine has always prioritized safety over speed and efficiency, and recently organized a four-day comprehensive equipment overhaul to ensure all machinery remains in optimal condition. This proactive approach helps avoid potential breakdowns and keeps operations running smoothly.
