Ning Hongtao, President of the Plastics Recycling Committee of the China Plastics Processing Industry Association, spoke at the Chinaplas Green Forum 2014 about the state of waste plastic recycling in China. He emphasized that despite global efforts to reduce plastic waste, China remains the world's largest importer of scrap plastics. At the same time, domestic recycling and utilization of waste plastics are steadily increasing, showing a growing commitment to sustainable practices.
He noted that the implementation of the "hedge action" (a policy aimed at curbing illegal imports) last year led to a decline in waste plastic consumption by around 1 million tons, which was close to expectations. While some large companies reduced their imports or shifted to other sectors, the number of new applications for import licenses has been on the rise. Currently, there are over 3,000 registered enterprises authorized to import and process waste plastics in China.
The total number of companies involved in waste plastic processing exceeds 10,000, reflecting the scale of the industry. However, the proportion of imported waste plastics in the total recycled volume is relatively low. According to data from the special committee, in 2013, China recycled a total of 24.9 million tons of plastics, of which 7.9 million tons came from imports—accounting for just over 30%. This suggests that domestic sources play a significant role in the country’s recycling efforts.
With increasing environmental awareness and stricter regulations, the sector is evolving, with more emphasis on quality control and sustainable practices. The future of plastic recycling in China looks promising, as both government policies and market forces drive progress toward a greener economy.
