Despite facing multiple natural disasters in 2013, including severe weather events such as the detection of excessive pesticide residues in Sanya’s cowpeas in January, the serious outbreak of H7N9 avian flu in April, and the devastating impact of Super Typhoon Haiyan in November, Hainan managed to maintain agricultural stability through effective governance and rapid response. Under the leadership of the provincial party committee and government, the agricultural department took immediate action during the Yacheng Kidney Bean incident, quickly identifying the source, destroying the contaminated produce, and reinforcing responsibility at all levels. Their decisive and transparent measures restored consumer confidence within just one week, playing a key role in the success of the winter melon harvest. In June of the previous year, the province implemented the "Regulations on the Quality and Safety of Agricultural Products in Hainan Province," bringing agricultural product supervision into a legal framework. A new system for pesticide management was introduced, reducing the number of wholesale companies from over 200 to only three. Quality inspections were moved to the production stage, and the certification system for major agricultural products was strictly enforced, while cooperation with national wholesale markets helped strengthen market access. In response to the H7N9 bird flu outbreak, the agricultural department focused on epidemic prevention and controlled the spread of the disease. They suspended the import of live poultry from outside the province, increased monitoring efforts, and allocated over 89 million yuan in financial support for provinces, cities, and counties. These measures helped stabilize the poultry industry, turning it into a key driver of agricultural growth in the second half of the year. Facing the sudden arrival of Super Typhoon Haiyan, the agricultural department acted swiftly, deploying resources to disaster-stricken areas, focusing on post-disaster recovery, seedling cultivation, and disease prevention. Their efforts successfully helped farmers recover from losses and ensured a strong winter crop season. In the winter of 2013, the production and sales of melons surged, livestock production remained steady, and tropical fruit yields improved. The overall agricultural performance was impressive, with an added value of 75.647 billion yuan—a 6.3% increase, marking one of the best performances in the nation.
