The "Tire Industry Policy" issued by the Ministry of Industry and Information Technology in October proposed that reclaimed rubber is one of the "three glues" (natural rubber, synthetic rubber, and reclaimed rubber), and for the first time, the status of raw materials for reclaimed rubber in the tire industry has been clarified. After the introduction of the policy, the reporter learned that after more than one month of investigation and interviews, the reclaimed rubber industry people still hope that the national policy can tilt towards reclaimed rubber.

According to the reporter’s understanding, during the “11th Five-Year Plan” period, the state vigorously developed circular economy, promoted comprehensive utilization of resources, and established a “two-type” (resource-saving and environment-friendly) society under the general context of prevention and control of “black pollution” and protection. The reclaimed rubber industry, which has made tremendous contributions to the ecological environment, should have been valued, but it has been left out. In 2008, the "Resource Catalogue for Comprehensive Utilization of Corporate Income Taxes (2008 Edition) of Resources for Comprehensive Utilization" jointly issued by the Ministry of Finance, the State Administration of Taxation, and the National Development and Reform Commission, removed the reclaimed rubber originally listed in the catalogue. Other Resources Comprehensive utilization of the product can enjoy the preferential VAT policy, reclaimed rubber is also not enjoyed. Some experts have even determined the production of reclaimed rubber as a wasteful way of using tires and want to completely ban the reclaimed rubber industry.

Due to restrictions on geography and climatic conditions, the annual output of rubber in China has hovered around 600,000 tons for many years, and the future output growth is extremely limited. Therefore, vigorously developing the rubber recycling industry and using it as a substitute for natural rubber and synthetic rubber is of great significance to our country's sustainable development strategy.

"It should be acknowledged that China's reclaimed rubber enterprises are not as good or bad, many small reclaimed rubber enterprises have insufficient environmental protection investment, and cause greater pollution to the environment. However, large-scale enterprises still strictly implement cleaner production and meet or even exceed national pollutant discharge standards. Yan Guomin said that in October this year, the Department of Pollution Prevention and Control of the Ministry of Environmental Protection came to visit his company and highly evaluated environmental protection and clean production. Therefore, he kindly requested the relevant departments not to "dump the children together with dirty water."

Lou Qilu, a senior engineer of Hangzhou Chaoyang Rubber Co., Ltd., also said that in the face of sharp price hikes for natural rubber and synthetic rubber, it is urgent to explore the third rubber resource. He said that the high-quality reclaimed rubber currently being developed in China is basically comparable to natural rubber, and about 10% of raw rubber is replaced with high-quality reclaimed rubber. It is used in the production of all-steel radial tires without affecting the performance of tires. Each tire can also save 3.2 kilograms of raw rubber, and the cost will drop by 40-50 yuan. “Reclaimed rubber is one of the main products for comprehensive utilization of waste tires. The application of reclaimed rubber can not only reduce the production costs of tires and rubber products, improve the economic benefits of enterprises, but also have a great effect on saving rubber resources and protecting the ecological environment. Is a typical circular economy industry." Lou Qi said.

Ru Desen, a senior engineer from Shuangqin Group's Shanghai Donghai Tire Co., Ltd., also called on the government departments to increase their support for reclaimed rubber companies to help tire companies reduce production costs.

He said that the tire industry is currently in urgent need of high-quality reclaimed rubber, rubber powder and pyrolytic carbon black to replace the corresponding raw materials, in order to ease the cost pressures. China's reclaimed rubber enterprises have now developed high-strength reclaimed rubber, but suffer from insufficient equipment and technical reforms, and they are far from meeting the requirements for the stable and high-volume use of tire tires. It is hoped that the state will issue relevant policies to guide and support the healthy development of reclaimed rubber, rubber powder, thermal cracking companies and tire retreading companies.

Regenerative rubber processing equipment companies also expressed their desire for policy support. Wang Changbin, chairman of Huai'nan Petroleum Chemical Machinery Equipment Co., Ltd., the largest waste tire recycling tank manufacturer in the country, told reporters that the waste tire recycling tanks they produce have been exported to Thailand, Malaysia, India, Indonesia, Venezuela, Vietnam, Kazakhstan and other countries. And China's Taiwan region, and export countries and exports are increasing every year. This shows to some extent that other countries in the world have also begun to produce reclaimed rubber and expand the output of reclaimed rubber. However, due to lack of funds and limited space, the company's products are still far from meeting the needs of the domestic and international markets. Therefore, it is eager for the government and related departments to support policies and funds.
