On May 10, 2011, the Ministry of Industry and Information Technology issued the “Emergency Notice on Doing a Good Job in the Power Demand Side Management of the Current Industrial Sectorâ€. The full text is as follows: Regarding the emergency notification of the current power demand side management work in the industrial sector, Autonomous Regions, Municipalities directly under the Central Government and cities with separate plans and industries, Xinjiang Production and Construction Corps Industrial and Information Administration:  With the rapid growth of China's industrial economy, power demand continues to increase. In March 2011, China's industrial electricity consumption increased by 13.8% year-on-year. The electricity consumption in the whole society increased by 0.4 percentage points. Due to the sharp increase in electricity consumption and the tight supply of coal, some places have experienced power supply shortages, and different measures have been taken to limit the normal operation of the industry. In order to ensure the orderly supply of electricity and the smooth operation of the industrial economy, the relevant matters are hereby notified as follows:  First, recognize the situation and vigorously promote the power demand side management of the industrial sector. China's industrial scale is large, its structure is not reasonable, and its energy consumption is relatively high. The task of energy demand side, especially power demand side management, is arduous. At present, the external environment of China's industrial economy is complicated, the turmoil in the Middle East and North Africa and the nuclear accident in Fukushima in Japan have aggravated the global energy supply. China's industrial electricity consumption accounts for more than 70% of the total electricity consumption in the whole society. With the peak of summer electricity consumption, the power supply gap will be further expanded, and the contradiction faced by industrial electricity is more prominent. The competent industrial and information administration departments should follow the "Guiding Opinions on Doing a Good Job in Power Demand Side Management in the Industrial Sector" (Protection No. 5 of the Industrial and Industrial Policy [2011] from the height of implementing the scientific development concept and coordinating the harmonious development of the economy and society. The release, hereinafter referred to as the “Guidance Opinionâ€, requires vigorously promoting the power demand side management of the industrial sector in the region, ensuring the smooth operation of the industrial economy and ensuring the normal supply of electricity throughout the society.  Second, make overall plans and ensure the basic balance of power supply and demand. According to the requirements of the "Guidance Opinions", the total amount of power resources and the total load of electricity in the region should be balanced. Correctly study the law of electricity consumption in the region, and at the same time strive to increase the power supply, take various measures to adjust the structure of industrial electricity. Arrange the order of supply and use according to the principle of “creating the largest possible industrial value-added output with the least energy consumptionâ€. Strengthen the forecast of industrial electricity demand growth and deal with the relationship between existing power demand and new demand. Timely discovery of problems and tendencies, and effective measures to ease the contradiction between power supply and demand.  Third, optimize the structure and suppress unreasonable power demand. In accordance with the principle of stable and orderly power supply in the whole society, we should integrate power resource allocation, actively promote the adjustment of power consumption structure, optimize the power consumption structure, and control the growth rate of industrial power consumption. Strictly implement the national industrial policy, resolutely curb the excessive growth of high-power consumption industries, and limit the demand for electricity in overcapacity industries. Give full play to the role of differential electricity price policy in eliminating backward production capacity, and promote the allocation of power resources to national encouraged industries and enterprises. It is necessary to turn the current hard constraints of power resources into the power of structural adjustment, and take effective measures to combine the power demand side management of the industrial sector with the adjustment of industrial structure to fundamentally alleviate the pressure on industrial development to rely excessively on power input.  Fourth, pay close attention to implementation and formulate a sound and orderly electricity plan. According to the actual situation of the region, combined with this year's peak summer work, we will formulate an orderly electricity plan. Priority is given to ensuring electricity consumption for residents and public utilities, guiding enterprises to use peak power, and trying to avoid power cuts. In the event of a special situation, you must try to inform the company in advance to avoid a safety accident and unnecessary economic losses. It is necessary to formulate an emergency plan for industrial electricity use, improve the emergency response mechanism, and strive to improve the comprehensive support level.  5. Strengthen coordination to ensure that all measures are in place in time. In accordance with the requirements of this notice, local industrial and information administration departments shall, under the unified leadership of the local government, carefully organize the power demand side management of the industrial sector, strengthen coordination and communication between relevant departments, and establish an effective working mechanism to ensure stable power supply.
