At the entrance of a monitoring equipment store, the reporter noticed several cameras—some large and some small—installed in a "dog-tooth" formation. On a nearby monitor, multi-angle images of people were being displayed. A salesperson enthusiastically approached the reporter, explaining that each device ranged in price from 280 to 680 yuan. In addition to standard cameras with infrared night vision, there were also so-called "invisible" cameras scattered throughout the shop.
With the rapid development of technology, a wide range of surveillance devices are now available on the market, from tiny pinhole cameras to long-range models with night vision capabilities. These devices are often installed for various reasons, such as monitoring vehicles, watching homes, or keeping an eye on deliveries. However, the widespread availability of such equipment has raised concerns among citizens about potential privacy violations, urging stricter regulations.
During the interview, several local residents expressed their worries. Mr. Wu, a resident, mentioned that surveillance cameras have become too common in the community. He pointed out that many cameras are installed on walls and around corners, especially at night, where visible infrared lights are often seen. The presence of "invisible" cameras is even more alarming, as they can be used without people’s knowledge. Some citizens fear that if these devices fall into the wrong hands, they could lead to serious privacy breaches and should be closely monitored.
Jia Fang, a lawyer from Tianjin Dewei Law Firm, explained that currently, there are no specific national laws regulating the installation of surveillance equipment. However, in practice, using such devices to "peep" or invade others' privacy is considered illegal. According to Jia, it is clearly unlawful to install cameras in private areas like restrooms or dormitories. Additionally, outdoor cameras should not be directed toward other people's windows or bathrooms. If such actions are discovered, the responsible parties may be ordered to remove the cameras, and affected individuals could file lawsuits under civil law to seek apologies and compensation.
According to legal provisions, Article 46(6) of the Public Security Administration Punishment Law of the People's Republic of China states that anyone who peeps, takes secret photos, eavesdrops, or spreads others’ private information may face detention of up to five days or a fine of no more than 500 yuan. For more severe cases, the punishment could include detention of between five and ten days, along with a possible additional fine of up to 500 yuan.
