In a recent visit to a large electronics mall on Anshan West Road, a monitoring equipment store caught the attention of a reporter. At the entrance, various cameras—both large and small—were displayed, some resembling "dog teeth" in design. On a nearby monitor, multi-angle images of the reporter were shown, drawing the attention of a salesperson who enthusiastically introduced the products. According to the merchant, each unit was priced between 280 and 680 yuan. In addition to regular surveillance cameras with infrared night vision, there were also so-called "invisible" cameras that could be found everywhere, raising concerns about privacy.
With technological advancement, the market is flooded with surveillance devices, ranging from tiny pinhole cameras to long-range models with night vision capabilities. These devices are often used for various purposes, such as monitoring vehicles, watching homes, or even observing people's private activities. The widespread availability of such equipment has led to growing concerns among citizens, who worry about the potential for privacy violations and call for stricter regulations.
During an interview, Mr. Wu, a local resident, expressed his concern about the excessive number of cameras in the community. He noted that many of them are installed in visible places, especially at night, where infrared lights can be seen on walls and around corners. However, it is the "invisible" cameras that cause the most anxiety, as they can be hidden and difficult to detect. Some citizens have pointed out that if these devices fall into the wrong hands, they could be used to invade others' privacy, emphasizing the need for better oversight.
Jia Fang, a lawyer from Tianjin Dewei Law Firm, explained that while there are no specific national laws regulating the installation of surveillance equipment, there are clear legal consequences for misuse. For example, installing cameras in private areas like restrooms or dormitories is strictly prohibited. Additionally, outdoor cameras should not be aimed at other people’s windows or bathrooms. If such actions are discovered, the responsible parties may be required to remove the cameras and could face legal action, including lawsuits for damages and public apologies under civil law.
According to the Public Security Administration Punishment Law of the People’s Republic of China, Article 46(6) states that individuals who peep, take secret photos, eavesdrop, or spread others’ private information may be detained for less than five days or fined up to 500 yuan. For more serious cases, the penalty could include detention of five to ten days, along with a fine of up to 500 yuan. This legal framework highlights the importance of protecting personal privacy and the need for awareness and responsibility when using surveillance technology.
