In a recent move, the Standing Committee of the Shanghai Municipal People’s Congress approved amendments to the "Regulations on the Protection of Minors in Shanghai." The updated rules state that children as young as 12 years old are no longer allowed to sit in the front passenger seat starting from March 1st. Additionally, when a child under the age of four is traveling in a private vehicle, the car must be equipped with and properly use a child safety seat.
This practice is already common in many foreign countries, yet in our region, it's still not widely adopted. Many mothers continue to hold their children in the backseat or even allow them to sit in the driver’s seat, often without proper restraint.
Are Hangzhou mothers ready to take a step toward safer travel for their kids? Ye Nianwei, a mother who has lived in the UK, shared her experience with her son Qiqi. When he was less than 3.5 years old, the "sitting age" of his safety seat was already two and a half. From the age of 10 months, she made sure he always sat in a safety seat while in the car.
"I don't support having a child sit in the driver’s seat," she said. "We often drive at high speeds, and using a safety seat makes me feel more secure. I drive alone and place him in the rear seat. It gives me peace of mind."
In the UK, it's standard for children to use safety seats, and if they don’t, they can't even get on the road. This mindset has influenced Ye, who recalls a time when a friend returning from the U.S. brought along multiple suitcases and even the child's safety seat. That moment left a strong impression on her.
"More and more people are using safety seats, but some parents are too busy or forgetful and skip this important step. Their safety awareness needs improvement," she noted.
Initially, Qiqi didn’t like sitting in the safety seat. He was restricted by the harness and often cried. But over time, he adapted well. Now, he can fasten and unfasten the seat belt himself and knows when to get off the car.
Ye reminded other mothers not to give up on the safety seat just because the child cries. A child’s neck is very fragile, and many accidents result in neck injuries. A safety seat provides essential protection for the head and upper body.
With so many low-quality safety seats available on the market, choosing the right one can be challenging. After careful research, Ye finally purchased a branded safety seat from Germany. Her first seat lasted over two years, and she recently upgraded to a new model designed for children aged 18 months to 12 years.
"In China, babies may be heavier and wear more clothes, which can make older seats feel tight. I believe investing in quality is worth it," she said.
When Ye visited several car dealerships in Hangzhou, she found few child safety seats on display. The staff explained that sales were low due to insufficient awareness and the risks involved in selling such products.
Although a national standard (GB27887-2011) was introduced in 2012, there is still no official certification system to ensure product quality. Industry sources say testing a single safety seat can cost over 100,000 yuan, making it difficult to guarantee reliability.
Many parents now buy online or from specialty stores, but how do you choose the right one?
In developed countries, child seats are divided into five groups based on weight and age. In China, many brands offer multi-age models, which can be less economical but more convenient for families. It’s important to follow the guidelines: when a child weighs between 0-18kg, use a three-point seatbelt with a five-point harness; when they reach 15-25kg, switch to a three-point harness.
When upgrading seats, watch for signs: if the baby’s head is above the top of the carrier or they exceed weight limits, it’s time to move up. Also, avoid moving to the 15-36kg group too early, as these seats are wider and may not fit smaller children properly.
When purchasing, look for certified products. Check for marks like ECE/R44, CQC, CCAP, and GB27887-2011. Choose materials that provide good shock absorption, especially in key areas like the head and shoulders.
Ensure the seat fits your child’s size and height, and check compatibility with your car. Different installation methods exist—some use seatbelts, others ISOFIX or LATCH systems.
Ultimately, safety should never be compromised. A little effort today can save lives tomorrow.
