**** Notice of the General Administration of Supervision on publishing the first batch of hazardous chemicals listed under the supervision of Safety Supervision and Administration Bureau No. 3 [2011] No. 95 provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps Safety Production Supervision Administration, relevant central enterprises:

To thoroughly implement the "Circular of the State Council on Further Strengthening the Safety Production of Enterprises" (Guo Fa [2010] No. 23) and the "Guide to Further Strengthening the Safety Production of Hazardous Chemicals by the Office of the State Council Safety Committee" (Suopai Office [ 2008] No. 26) Spirit, further highlighting key points, strengthening supervision, guiding safety supervisory departments and hazardous chemical entities to strengthen the safety management of hazardous chemicals, taking into account comprehensively the domestic chemical accidents since 2002, domestic chemical production In accordance with the situation, domestic and international regulations concerning the supervision of chemical species, the inherent hazardous properties of chemicals, and the occurrence of major chemical accidents at home and abroad for more than four decades, the General Administration of Supervision and Management of China has organized the current list of hazardous chemicals. More than 3,800 hazardous chemicals were screened, and the “List of the First Critical Hazardous Chemicals Listed” (see annex, hereinafter referred to as the “List”) was prepared and is hereby promulgated, and the relevant matters are notified as follows:

1. Hazardous chemicals that are regulated by priority are hazardous chemicals listed in the “List” and dangerous chemicals that fall into the following categories under conditions of temperature 20°C and standard atmospheric pressure 101.3kPa:

1. Flammable gas category 1 (gas with lower explosion limit ≤ 13% or explosion limit range ≥ 12%);

2. Flammable liquid category 1 (liquid with a closed cup flash point <23°C and initial boiling point ≤ 35°C);

3. Spontaneous liquid category 1 (liquid that burns in contact with air for less than 5 minutes);

4. Self-igniting solids category 1 (solids burning in contact with air for less than 5 minutes);

5. Substances which, in contact with water, emit flammable gases Category 1 (The gas produced by violent reactions with water at ambient temperature usually shows a tendency to self-ignite, or releases flammable gases at a rate equal to or greater than 10 litres per kilogram of substance released in any one minute. 2. The production and storage devices of hazardous chemicals involved in key supervision must, in principle, be designed by a design agency with a Class A qualification in the chemical industry.

3. Local security supervisory departments at various levels shall give priority to the production, storage, use, and operation of hazardous chemical companies that are regulated in priority, and shall be included in the annual law enforcement inspection plan, and shall implement key supervision.

IV. Enterprises that produce and store hazardous chemicals that are under scrutiny should be equipped with a fully functional automatic control system based on the characteristics of the company's process, and be strict with processes and equipment management. The production and storage devices of enterprises that use major dangerous sources of hazardous chemicals regulated by supervision shall be equipped with automatic control systems to realize real-time monitoring of important parameters such as temperature, pressure and liquid level.

5. Enterprises that manufacture hazardous chemicals that are regulated in key areas shall, in accordance with the relevant regulations, formulate a comprehensive emergency response plan for hazardous chemicals with high operability, be equipped with necessary emergency rescue equipment and equipment, and strengthen emergency drills to improve Emergency handling capacity.

6. Each provincial safety supervisory department may supplement and determine the hazardous chemical class items and specific varieties under its jurisdiction that are subject to major supervision in accordance with the safety production status of hazardous chemicals in their respective jurisdictions. If there are problems in the supervision of hazardous chemicals in the work of safety supervision, please carefully study and put forward the opinions and report to the General Administration of Supervision.

While local safety supervisory departments at all levels are doing a good job in the key supervision of hazardous chemicals, they must comprehensively promote the safety production of hazardous chemicals in the region, supervise enterprises to implement the main responsibility for safe production, effectively improve the essential safety level of enterprises, and effectively prevent and resolutely contain The occurrence of serious accidents involving dangerous chemicals has promoted the sustained and stable improvement of the national production of dangerous chemicals.

All provincial safety supervision departments are required to promptly convey the spirit of this Circular to the relevant enterprises within their respective jurisdictions.
